1. From the Site Actions menu, Select Edit Page
2. With the Welcome Web Part Toolbar Exposed, Select Edit and then Modify Shared Web Part.
3. From the Task Pane, Select Rich Text Editor (or Source if you are comfortable editing HTML).

Note: You can change all Content Editor Web Part items using this same technique. To remove the web part, select close, or delete rather than modify.
